For ECAP to succeed in its objectives it is essential that Mission for Vision has the support and backing of the lcoal governing authorities. It is also necessary for the local Health Authorities to have assurances from Mission for Vision that the work and training shall be carried out by those with the appropriate qualifications and to ensure that correct clinical procedures are set in place. It is therefore important for ECAP to establish good relationships and a good understanding with those authorities before committing any of its resources for the implementation of the program. In some cases a written agreement will be required to establish the necessary framework and guidelines.
